Bismarck developed its action plan with the goal of promoting a robust economy, efficient land use and transportation, equitable quality of life, and sustainability of the natural world. The plan also values adaptability and resilience in response to a changing climate and the effects on the community. The plan's five central tenants are to shape land use and the urban form, connect transportation and infrastructure, inhabit natural resources and hazards, prioritize growth management and economic development, and thrive in the areas of health, safety, housing and community services.

Outdoor SpacesPromote neighborhood vibrancy by supporting a mix of uses to create vibrant neighborhoods where necessities and amenities of daily life are easily accessible to all residents and allowing the development of walkable commercial centers to serve surrounding neighborhoods predominantly at appropriate intersections.
TransportationEnsure that adequate transportation access is available for residents of all ages and improve vehicular travel for all road users by dispersing traffic, allowing multiple route options, and providing safe alternatives for cyclists or scooters.
HousingExpand the stock of affordable housing options for all income levels and ensure that the variety and quality of housing is aligned with the needs of the community.
