Action Plan Download

An action plan is based on the results of community surveys identifying needs within the 8 Domains of Livability that influence the health and quality of life of older adults. While there is flexibility in how a plan is created and what it will do, every action plan includes a statement about what can be achieved, target dates for goal completion, identification of participating organizations and indicators to measure progress. The action plan is an "active" rather than static document. Revisions and amendments are a sign of program improvement and progress.

  1. Housing

    Implement zoning changes and design requirements to encourage construction of accessible, affordable housing options in mixed-use neighborhoods.

  2. Transportation

    Implement Complete Street policies and design streets to safely accommodate cyclists, pedestrians, transit riders and drivers.

  3. Health and Community Services

    Develop of village-model community support systems to allow residents to remain in the community as they age.

The City and County of San Diego worked to provide affordable transportation, address homelessness, bridge the digital divide and offer age-friendly community programming. San Diego conducted its point-in-time count -- as well as follow-up surveys -- to determine how many residents are unhoused and who they are. They also worked with community partners to prevent homelessness, advocate for affordable housing and offer home modification and repair assistance. The local transit system launched a new fare collection system and worked to teach older adults how to access reduced fares. Additionally, San Diego hosted a technology fair to educate older adults residents on telemedicine, online scams and ways technology can foster social connection. Other community events included an age-friendly film festival, as well as book discussion groups and physical fitness programming.

Description: This project will create a large mural, transforming an alley into a green space. A pop-up event will feature mural designs chosen based on community input. Residents will vote for their favorite design and join professionals and city staff to create the mural.

City Heights Community Development Corporation (2019)

San Diego, CA

AARP Community Challenge Grant Year: 2019

Project Category: Public space activation

Description: This project helped transform a vacant lot in San Diego's City Heights neighborhood into a vibrant gathering space for residents of all ages. To encourage community members of the dense, diverse neighborhood to connect with each other, the Community Development Corporation installed art at the new public space. Since this activation, the space continues to provide a spot for artists to display their work. Project organizers say although the installation was intended to be temporary, it reinforced the value of creating similar community spaces in the future.

ABOUT THE AARP COMMUNITY CHALLENGE

Launched in 2017, the annual AARP Community Challenge provides small grants to local governments and nonprofits in order to fund quick-action, ready-to-implement projects that can help communities become more livable for people of all ages.
