Philadelphia developed its action plan using a data-driven, multigenerational, collaborative approach. The plan is focused on housing, transportation, and outdoor spaces. Philadelphia will target tax relief on real estate and encourage mixed income housing density through inclusionary zoning. Philadelphia's plan also aims to create new bus stops in areas with severe transit gaps, redesign transit stops to make them more accessible, and improve lighting on sidewalks. Finally, Philadelphia intends to invest in public spaces and green infrastructure in underserved communities by installing additional art, improving connections between parks and neighborhoods, and ensuring that buildings are accessible.
