Oxford developed its action plan focused on the three primary areas of creating more accessible and affordable housing dedicated to older adults; improving transportation and streets, including a focus on accessible, convenient, reliable, and affordable public transit; and creating more availability of health and wellness services. Oxford's action plan commits to address these major service gaps through direct planning and coordination with the town's stakeholders, government, and businesses.

The AFO Leadership Advisory Group developed Domain work teams around the four Domains that were identified as immediate priorities: Housing, Communication and Information, Transportation, and Community and Health Services. Oxford conducted a housing needs study, identified gaps in Universal Design, and installed benches along the Oxford Area Trail System. Additionally, they created a comprehensive list of available home health care services and developed the AFO website, logo, and Facebook page. The plan does not address Outdoor Spaces and Buildings, Social Participation, Respect and Social Inclusion, and Civic Participation and Employment.
