Action Plan Download

An action plan is based on the results of community surveys identifying needs within the 8 Domains of Livability that influence the health and quality of life of older adults. While there is flexibility in how a plan is created and what it will do, every action plan includes a statement about what can be achieved, target dates for goal completion, identification of participating organizations and indicators to measure progress. The action plan is an "active" rather than static document. Revisions and amendments are a sign of program improvement and progress.

Action Plan Highlights

  1. Respect and Inclusion

    Identify barriers that prevent older adults from inclusive engagement in public policy and practice.

  2. Housing

    Facilitate aging in place by developing a home repair service for older adults. Create a database of local organizations and service providers across the county, as well as a learning collaborative that trains professionals, students and volunteers to provide home repair services targeted towards older residents.

  3. Health and Community Services

    Promote emergency planning that takes into account the vulnerabilities and capacities of older people.

Progress Report Download

Oneida County's progress report describes efforts to increase recreational opportunities for residents, increase their mobility and provide affordable housing options. The county opened a new ice rink and pickleball count at a local park and improved lighting, seating and landscaping onsite. The County now employs a mobility specialist to help residents understand their transportation options. Additionally, the county launched a volunteer driver program to transport residents to medical appointments. To help localities diversify their housing offerings, Oneida County developed sample zoning ordinances, which permit accessory dwelling units. A new apartment complex also offers supportive housing units for older adults and people experiencing homelessness.

Project Category: Engaging residents in vibrant public places

Description: Older adults in six public housing buildings faced isolation and limited access to health and safety information. To bridge this gap, the Housing Authority equipped each community room with projectors, screens and accessories, enabling interactive events and educational programs. Kick-off sessions featured fraud prevention workshops and showcased the new technology. These upgrades transformed shared spaces into hubs for learning and social connection, empowering tenant associations to host health fairs, movie nights and presentations that help residents stay informed and engaged.

AARP Community Challenge Grant Year: 2023

Project Category: Community Gardens

Description: A neglected downtown gazebo was long in disrepair, eroding community pride and limiting public use. Volunteers revived it by cleaning, painting and adding flowers, trees and banners, turning it into a centerpiece. Older adults led improvements to 17 public gardens and created a new logo displayed on garden flags citywide. The effort reignited civic spirit, prompting the return of the Fulton Garden Club after 15 years. "Wow that looks great... You guys are the best! Thank you for caring," said one resident. Plans for more projects are already underway.
