Action Plan Download

An action plan is based on the results of community surveys identifying needs within the 8 Domains of Livability that influence the health and quality of life of older adults. While there is flexibility in how a plan is created and what it will do, every action plan includes a statement about what can be achieved, target dates for goal completion, identification of participating organizations and indicators to measure progress. The action plan is an "active" rather than static document. Revisions and amendments are a sign of program improvement and progress.

Action Plan Highlights

  1. Transportation

    Expand funding for free/low cost senior transportation options (Miami Beach Trolley, Freebee, Golden Passport EASY Card, Senior Ride program). Ensure ADA compliance for bus stops, shelters, and benches. Replace non compliant sidewalks and ramps. Integrate Blue Zones transportation recommendations (multimodal connectivity, last mile solutions, sustainable mobility).

  2. Housing

    Acquire and rehabilitate affordable apartment complexes for seniors. Invest CDBG funds ($4.3M) in affordable housing rehabilitation. Use HOME funds for Tenant Based Rental Assistance. Develop 119 new affordable units at Vista Breeze.

Project Category: Developing projects based on residents' priorities

Description: While Miami Beach is home to many LGBTQ families, the stories of older gay couples go largely untold. Miami Beach Gay Pride Inc. created the Legacy Couples Project to tell the love stories of 14 older, queer couples who were at the forefront of the fight for equity and fairness. Project organizers commissioned portrait-style photographs, hour-long audio stories, on-camera interviews and a curated selection of personal artifacts. The audio stories, which a team multi-generational LGBTQ interns produced, were featured at two local museums and are now permanently archived at HistoryMiami.

Project Category: Housing Choice Design Competitions

Description: Miami's housing shortage leaves older adults with few affordable and accessible options. To address this, the project launched a design competition and partnered with architects, universities and health agencies to create ADU plans that prioritize affordability, sustainability and accessibility. Public charrettes and exhibitions showcased innovative designs for multigenerational living. These efforts sparked ideas for aging-in-place housing and will lead to free online plans, helping homeowners add ADUs without costly design work and promoting long-term solutions for inclusive housing.

Launched in 2017, the annual AARP Community Challenge provides small grants to local governments and nonprofits in order to fund quick-action, ready-to-implement projects that can help communities become more livable for people of all ages.
