Madison developed its action plan in partnership with a number of rural community neighbors along the Kennebec River. The plan commits the town to establishing a home repair network for aging adults who wish to remain in their homes, and adds transportation options for residents traveling to surrounding communities. The plan also looks to develop opportunities for meaningful community connections across generational and socioeconomic lines, and to maximize the safety and use of Madison's outdoor spaces and buildings.

The town of Madison aims to create a resilient community that supports the well-being of its citizens. They value neighborly love, trust, respect, kindness, honesty, good communication, clear policies, and local decision-making. Madison is constructing 18-unit apartments on Weston Ave, following Maine Housing Guidelines, to provide quality housing options for individuals, including older adults. The town offers beautiful trails for outdoor activities, managed by Somerset Woods Trustees, who strive to integrate their properties into the recreational life of the area. Civic participation initiatives, such as lawn raking and a Thanksgiving dinner, foster connections between different age groups. Madison utilizes various communication channels, including their website, SCTV11 interviews, and a Facebook page, to share resources and information with the community.
