Action Plan Download

An action plan is based on the results of community surveys identifying needs within the 8 Domains of Livability that influence the health and quality of life of older adults. While there is flexibility in how a plan is created and what it will do, every action plan includes a statement about what can be achieved, target dates for goal completion, identification of participating organizations and indicators to measure progress. The action plan is an "active" rather than static document. Revisions and amendments are a sign of program improvement and progress.

Action Plan Highlights

  1. Transportation

    Meet the transportation needs of older adults by promoting multimodal transportation services like mini bus systems, sharing information related to public transit ridership, safety, attractiveness and benefits through maps, flyers, tutorials, and educating older residents on real-time transit mobile tracking apps.

  2. Outdoor Spaces

    Promote the accessibility of neighborhoods to parks, open spaces, and public places by building better sidewalk connectivity and bike lanes, and also providing greater opportunities for more walkable, bikeable and transit-supported complete streets with mixed use developments. Provide age-friendly activities and programming at neighborhood parks.

  3. Housing

    Promote awareness of the importance of universal design elements in the construction of new housing developments and in the renovations of existing rental and owner-occupied units.

Hallandale Beach's progress report focuses on age-friendly housing, multimodal transportation and accessibility and social offerings in public spaces. To help residents age in place, the City worked with developers to include universal design elements in new housing construction. The also expanded rent and utility assistance for older adults and promoted local home maintenance and modification programs. Complete Streets was a focus, with the City worked to support transit-oriented development. They secured funding to make accessibility upgrades to sidewalks, widening them and adding bike lanes and accessible crosswalks along a major corridor. Additionally, the City worked to inform older adults about local public transit service and increase bus ridership. The local parks departments offered age-friendly recreational programming -- including digital literacy training -- and neighborhood organizations hosted several community clean-up events.

Project Category: Accessibility of amenities

Description: Older adults in Surfside often avoided the beach because soft sand and missing ADA access points made mobility difficult, limiting social and recreational opportunities. To address this, the town installed four ADA-compliant beach mats at high-traffic entrances, creating stable paths for wheelchairs, walkers and other assistive devices. The mats now allow older adults to safely reach the shoreline and shaded areas, reducing isolation and encouraging outdoor activity. One resident said, "The installation of the ADA beach mats has truly been a game-changer for me... I can easily access the sand and feel the ocean breeze without any difficulty."

Opa-locka Community Development Corporation (2021)

Opa-locka, FL

AARP Community Challenge Grant Year: 2021

Project Category: Community Gardens

Description: For Opa-Locka residents, the closest supermarket is more than a mile away, making fresh produce in this low-income community hard to come by. The Opa-Locka Community Development Corporation conducted an extensive community engagement process to determine what kinds of fresh produce the community needed most. They then responded by planting 14 fruit trees -- as well as herbs -- in the common area of a multifamily residential development. The CDC also installed lighting, benches and other amenities in the space, allowing residents to gather there.
