Action Plan Download

An action plan is based on the results of community surveys identifying needs within the 8 Domains of Livability that influence the health and quality of life of older adults. While there is flexibility in how a plan is created and what it will do, every action plan includes a statement about what can be achieved, target dates for goal completion, identification of participating organizations and indicators to measure progress. The action plan is an "active" rather than static document. Revisions and amendments are a sign of program improvement and progress.

Action Plan Highlights

  1. Housing

    Expand the inventory of affordable housing throughout the city by diversifying the range of capital options available to develop affordable housing, supporting tenants and housing providers with housing security and eviction prevention resources and preserving land for affordable housing in transitioning neighborhoods.

  2. Transportation

    Modernize the community's transit system and build a multimodal street network, placing particular emphasis on locations in neighborhoods where residents 55 years and older live and seeking input from older adults regarding their walkability needs.

  3. Health and Community Services

    Address racial and socioeconomic disparities in public health outcomes by establishing telemedicine locations for older adults in community centers and libraries, bringing nurse practitioners and social workers into community centers to serve older adult and working to destigmatize metal and emotional healthcare neeeds for older residents.

Project Category: Digital navigation skills

Description: To help combat social isolation, the City of Chattanooga's Department of Youth and Family Development provided older adults with Chromebooks, mouses and hotspots to allow them to connect to the internet. Additionally, the City offered digital skills classes at several locations to help them use the devices. Project organizers say the COVID-19 pandemic limited opportunities for social interaction for many residents. This project provided vulnerable residents with internet access and know-how, allowing them to build and maintain interpersonal relationships.

Responsive Initiatives for Social Empowerment Chattanooga (2026)

Chattanooga, TN

AARP Community Challenge Grant Year: 2026

Project Category: Public space activation

Description: A vacant lot will be transformed into an accessible pocket park featuring seating, lighting, paths, shade trees and a small raised garden. The space will host programs and volunteer stewardship to encourage connection among residents age 50-plus.
