Sheboygan developed its action plan by first acknowledging that the city was facing a shifting demographic profile and changing position within the region. Recognizing the importance of inclusion, the plan focuses on livability rather than "age-friendliness," and works to promote positive attributes towards aging through collaboration, advocacy, partnerships, effective communication, and engagement.
