Action Plan Download

An action plan is based on the results of community surveys identifying needs within the 8 Domains of Livability that influence the health and quality of life of older adults. While there is flexibility in how a plan is created and what it will do, every action plan includes a statement about what can be achieved, target dates for goal completion, identification of participating organizations and indicators to measure progress. The action plan is an "active" rather than static document. Revisions and amendments are a sign of program improvement and progress.

Action Plan Highlights

  1. Housing

    Increase the local housing supply by updating zoning to allow accessory dwelling units and shared housing options.

  2. Health and Community Services

    Coordinate with trained volunteers and health care professionals to deliver home health services.

  3. Outdoor Spaces

    Create outdoor and public spaces where residents of housing developments can gather and socialize, particularly in parts of the city that lack parks.

Portland and Multnomah County achieved major age-friendly successes across housing, transportation, and employment. They advanced accessible and visitable housing through policy changes, advocacy, and integration of age-friendly principles into the 2035 Comprehensive Plan and the ADIN Action Plan. The city supported visitability requirements in new housing, contributed to state-level housing needs analyses, and partnered with organizations like Bridge Meadows on intergenerational models. Transportation improvements included age-friendly policies in the Transportation System Plan, accessibility upgrades through TriMet, and walking audits and mobility education with PBOT and AARP Oregon. In employment, partners created age-friendly business and employer awards, advanced anti-ageism advocacy, and helped pass Oregon HB 3187 to strengthen protections for older workers.

REACH's Community Builders Program stepped in to complete major fixes, from replacing sewage pipes and restoring bathroom access to installing an ADA-height toilet and repairing roofs. Volunteers and subcontractors also cleared gutters and improved kitchen safety. These repairs eased financial strain and created healthier homes. "Your help allows us to continue to live independently," said one homeowner, reflecting the program's impact on stability and quality of life.
