Franklin developed its action plan with the goal of recognizing the city's aging population and being age-friendly to everyone in the community. Even during the COVID-19 pandemic, Franklin has experienced continued growth and development for people of all ages and would like to continue as a community of choice for older adults. Franklin's plan focuses on helping residents age in place, working to improve the city's transportation network, expanding recreational opportunities and providing new housing options for residents.

Improve mobility, accessibility and transportation alternatives to provide for the safe and efficient movement of people and goods around the city and its urban growth boundary.Housing
Create more vibrant neighborhoods by promoting a range of housing options and price points interspersed across the city, encouraging a variety of lot sizes and pedestrian-friendly design and incrasing connectivity to amenities and services.Outdoor Spaces
Improve public and private recreational opportunities, including active and passive open spaces and city parks, as well as interconnected bike lanes, multi-use paths and sidewalks.
