Action Plan Download

An action plan is based on the results of community surveys identifying needs within the 8 Domains of Livability that influence the health and quality of life of older adults. While there is flexibility in how a plan is created and what it will do, every action plan includes a statement about what can be achieved, target dates for goal completion, identification of participating organizations and indicators to measure progress. The action plan is an "active" rather than static document. Revisions and amendments are a sign of program improvement and progress.

Action Plan Highlights

  1. Outdoor Spaces

    Enhance outdoor and neighborhood accessibility by developing trail surface recommendations that reduce reliance on gravel to improve safety for wheelchair users and walkers, encouraging staff to ensure all new trails, sidewalks, and pathways are wide enough for mobility devices, installing seating and rest areas at regular intervals, collaborating with developers to incorporate accessible features in new homes and community facilities, integrating sensory gardens and interactive elements for individuals with sensory impairments, and implementing improved lighting along trails, in parks, and within new subdivisions to enhance visibility and safety.

  2. Transportation

    Improve access to senior transportation by creating a task force to design a streamlined registration and scheduling process for the Seniors Taking a Ride (STAR) Bus program, establishing targeted outreach efforts to educate older adults about the service, and recruiting older adult volunteers to support the City Manager's office in answering weekday calls and assisting with ride scheduling.

  3. Housing

    Promote age-friendly housing solutions by launching a housing design competition to generate practical ideas for homeowners and developers, raising awareness about the need for diverse housing options, demonstrating innovative approaches to age-friendly housing, identifying necessary zoning code changes, educating local leaders, industry professionals, and the public on Universal Design principles, and developing pre-approved design and construction plans to streamline the building process.

Description: Broken sidewalks and debris in busy Austin corridors made walking hazardous for older adults and wheelchair users. The group led two walk audits near grocery stores, documenting safety issues and sharing findings with city officials and nonprofits. The effort raised awareness and sparked discussions on repairs and accessibility. One resident said he welcomed the assessment after a sidewalk crack caused a fall and weeks in rehab, underscoring the need for safer routes for older adults.

Project Category: Engaging people in transportation options/safety

Description: Older adults in Austin faced mobility challenges and rising isolation, often relying on costly ride-hailing or limiting outings. Movability hosted Mobility Camps and Lunch & Learns where participants practiced using buses, learned trip-planning apps and enrolled in reduced-fare programs. Participants received toolkits and hands-on experience with transit and carpooling. One camp took participants to the historic Driskill Hotel, where they shared holiday photos and made new friends. Participants report feeling more confident using transit for errands and appointments.

Launched in 2017, the annual AARP Community Challenge provides small grants to local governments and nonprofits in order to fund quick-action, ready-to-implement projects that can help communities become more livable for people of all ages.
