Description: Taylor County Emergency Management focused on a rural community where many residents age 50 and over with special needs were not clearly identified in emergency plans. That gap increased the risk that vulnerable people could be missed during evacuations or sheltering. The agency created a special needs registry and paired it with targeted outreach through community events, visits to local gathering places and local media. Residents received clear guidance on preparedness, registration and available support, along with printed checklists and planning materials. Partnerships with emergency services, health providers and nonprofits improved coordination. The registry grew by more than 30%, giving responders clearer insight into who may need help and when. The effort strengthened readiness and helped older adults feel more secure knowing they are visible in local emergency response plans.

Stamford, NY

Description: Frequent power outages and flooding left many older adults without clear steps to prepare for emergencies or access essential help. The Council responded by hosting eight disaster preparedness workshops and distributing 100 go bags with emergency items, plus radios and water purification straws. The sessions helped residents understand what to do during a crisis and where to turn for support. Local officials received toolkits to guide long term planning. One volunteer firefighter said she learned new information that she planned to share with her squad. Some participants now intend to create personalized emergency plans to improve readiness.

Shiningcare Inc. addressed this gap by hosting free disaster preparedness symposiums that connected residents with practical safety education, checklists and trusted local responders. The events also established new partnerships with rural fire departments, churches and voluntary disaster organizations, expanding the reach of preparedness information. The impact was immediate. After one session, a caregiver said reviewing the checklist revealed her mother was not ready for an emergency, a realization echoed by others nearby. Another older adult shared they now felt safer and more prepared for fire season. These experiences helped reduce fear and built a foundation for ongoing, community-based preparedness efforts through future annual events.

Wilmette, IL

AARP Community Challenge Grant Year: 2017

Project Category: Bikeability

Description: Environmental advocacy group Go Green Wilmette raised awareness of cycling through tactical urbanism, which involve short-term, low-cost changes meant to inspire longer-term improvements. The organization staged a village bicycle ride in partnership with the Wilmette Park District and Bike Wilmette. Along the route, the group installed a temporary protected bicycle lane. They did this using a pop-up toolkit they created, which includes planters, stencils and signs for use in temporary demonstrations. Go Green Wilmette later redeployed these items at school bike rodeo safety events and made them available to residents to use at block parties. In 2021, Wilmette's village board approved its Master Bike and Active Transportation Plan. Shaped by community input, the plan aims to improve pedestrian and cycling access to the Village's business district, parks, schools, transit stations and other destinations.

Evanston, IL

AARP Community Challenge Grant Year: 2020

Project Category: Accessory dwelling units, tiny homes and manufactured housing

Description: To help mitigate housing affordability challenges, the City of Evanston created a digital guide for homeowners looking to build accessory dwelling units to their property. Written in partnership with the Evanston Development Cooperative, the guide covers zoning, financing, design and construction, as well as information about who typically lives in ADUs. Additionally, the City hosted a webinar on ADU construction, which it recorded and posted on its website. In fall 2020, the City updated its ADU ordinance to give homeowners more flexibility, allowing them to create separate housing units either attached to or within their existing homes. Project organizers say the guidebook has helped spread the word about the update. ADU construction in Evanston has increased since the guidebook's publication and City has worked to make model ADU blueprints available to residents.
