Allegheny County, along with the city of Pittsburgh, developed its action plan with the Southwestern Pennsylvania Partnership for Aging. Their action plan commits the county to improving access to transportation, housing, pedestrian safety and recreational activities for its older adult population. The plan also has a particular commitment to fostering aging in place, with an emphasis on housing for older adults and middle-income residents who have limited financial resources but do not qualify for income-restricted units.
